Regulatory publishing without XML specialists for the Australian Energy Market Commission

The problem

The Australian Energy Market Commission (AEMC) produces regulatory documents where quality and compliance are non-negotiable — and producing them depended on specialist XML knowledge. AEMC needed to eliminate that reliance so its legal and policy teams could author and publish regulatory documents themselves, without compromising the standard of what went out the door.

Our approach

We implemented a web-based structured content workflow that lets legal and policy teams produce documents entirely in the browser. Underneath sits XML-based publishing built on structured content standards including DITA, JATS, S1000D and XHTML — but authors never have to touch the XML. Publishing is automatic and multi-format, generating PDF, DOCX and HTML output from a single structured source, which dramatically streamlined AEMC’s review and publishing processes.

The outcome

The system was successfully deployed and adopted across the organisation, removing the need for specialised XML knowledge from day-to-day document production. AEMC has since upgraded to the SaaS version of the platform — validating its long-term value — and the ongoing support relationship continues today.
