Laravel gives you more structure out of the box for conventional business applications — admin, permissions, queues, reporting. Existing team skills are a legitimate tiebreaker.

Yes. You own the code, the repositories and the infrastructure accounts, and we hand over documentation with them. That matters more on backend work than anywhere else, because an API nobody else can maintain is a liability rather than an asset.
